Instructor - Charles A. Kruger, Sr.
Charlie is a student of plumbing. His forty (40) years of practical experience include working as an apprentice plumber, journeyman plumber, master plumber, plumbing contractor, and plumbing inspector. He began as an apprentice for his father in 1966 and later operated a plumbing contracting business. In 1978, he became a mechanical inspector for Howard County, Maryland. Charlie has been the plumbing inspector for the City of Salisbury since 1980.

In 1994, the Maryland State Board of Plumbing approved Charlie as an instructor for backflow prevention certification courses. He taught under the auspices of Pipe Trades Technologies Inc. from 1994 to 2000. Approved January 18, 2001, by the Maryland State Board of Plumbing, as a Maryland Back Flow/Cross Connection Course Provider. Also approved in WSSC and Baltimore County Maryland.
Charlie was employed as a plumbing instructor for Sussex Vocational-Technical School in Georgetown Delaware from 1990 to 2001. He taught fourth year apprentices using the National Association of Plumbing, Heating and Cooling Contractors (PHCC-NA) lesson plans. He created a study guide for the Delaware Plumbing Code (BOCA 1987, 90, 93) and the International Plumbing Code (IPC 1995, 1997 & 2000). Was a plumbing teacher for Wor Wic Tech Community College, Salisbury Maryland, from September 1981 to April 1984. Authored, taught and copyrighted (Nature of Plumbing) five semesters of Plumbing Code: Preparation for Certification. Plumbing Instructor for Associated Builders and Contractors Baltimore Chapter (BMC). Taught plumbing apprenticeship school for six years. Taught first year apprentices for two years, second year apprentices for one year and three years as the plumbing code instructor from September 1974 to June 1980. In 1980 Charlie taught plumbing pre-apprenticeship courses for the Federal Government CETA Program.
Charlie has been a member of the flowing professional associations and committees. Maryland Building Performance Standards Advisory Committee (plumbing) Chairman. The United States Access Board ADAAG Review Advisory Committee (ADA). Salisbury Practical Plumbing Code Committee. Related instruction skill standards review team (Delaware). Member of the Delaware Apprenticeship Advisory Committee, 12 years, chairperson 11 years. Served on the Arts and Craft Committee, Baltimore County Western Vocational Technical Center. Severed on of the Worcester County Craft Committee. Served on the Wicomico County Applied Technical Center Committee, member 6 years and chairperson 3 years. Served 12 years on the board of directors, Eastern Shore Master Plumbers Association, nine years as Secretary, 1 year as Treasurer and a member in good standing over 20 years. Member, since 1994, of the American Society of Sanitary Engineering and currently on the cross connection control-technical committee. Past member of the American Backflow Prevention Association. Copyrighted by Milton Snyder 1991 and published by S/K (Snyder/Kruger) Publishers. Charlie copyrighted chapters of a book, Nature of Plumbing, started in 1978. He is not finished yet, now working on backflow chapters.

SEMINARS PRESENTED
What the plumbing inspector needs to know about the Americans with disabilities act held on July 21, 1993 in Annapolis for State Board of Plumbing. This was a mandatory seminar that all licensed Plumbing Inspectors had to attend to keep license current. Taught an updated version in 1996 and 2000. The 2000 seminar was attented by plumbing inspectors, many guests including most of the facilities managers for every school system in Maryland. It was said the Charlie's presentation had and still has an major impact on ADA enforcement and upgrading Maryland's existing school for access. Each student received over 7 inches of reference material provided by Charlie and Jim Hanna From Code Administration Division of the Department of Housing & Community Development. Mr. Charles Kazlo, Executive Director of Occupational Licensing (DLLR) put the whole seminar together. He worked with several State Secretary's the Honorable Raymond Skinner and the Honorable John P. O'Connor.
